Design and Feasibility Assessment of a Jack-Up Offshore Platform for Small Launch Vehicles

With the recent increase in demand for small satellite launches and the expansion of a private-sector-led commercial launch market, securing flexibility and operational efficiency in launch infrastructure has emerged as a critical challenge. In many countries, land-based launch sites face limitations in accommodating frequent commercial launches due to constraints, such as restricted launch azimuths, high density of maritime and air traffic, and noise and safety concerns. As an alternative, offshore launch platforms have attracted growing attention. In this study, a jack-up barge-based offshore launch platform for small launch vehicles operable in the intended operational waters is proposed, and its technical feasibility is evaluated. The target launch vehicle is BW1, a two-stage small launch vehicle using LNG/LOX propellants. Based on launch operational requirements, the platform’s topside layout, lower jack-up structure, propellant storage and supply systems, and launch support facilities were systematically designed. By adopting a jack-up structure, the hull can be elevated above the sea surface during launch preparation and execution, minimizing wave-induced effects and ensuring a stable operational environment comparable to that of a land-based launch site. To ensure structural safety, structural strength analyses were conducted in accordance with the rules of a recognized classification society. In addition, intact and damaged stability analyses were performed to verify stability during offshore transit. The analysis results confirm that all representative loading conditions and damage scenarios satisfy the required criteria. This study presents a feasible design framework for offshore launches of small launch vehicles and is expected to contribute to the future development of commercial launch infrastructure and the enhancement of competitiveness in the launch services industry.
